Ray Serrano, PhD, MPH
National Director of Research & Policy
Dr. Ray Serrano serves as the National Director of Research and Policy at the League of United Latin American Citizens (LULAC), where he leads research and policy efforts focused on documenting, understanding, and responding to anti-immigrant hate, discrimination, and the marginalization of Latino and immigrant communities. His work turns lived realities into data, and data into policy and civil rights advocacy.
Raised in Idaho in a migrant farm worker family, Dr. Serrano was himself a farm worker as a child and teenager. He understands from experience what instability, fear, and limited opportunity can look like for immigrant families. His path from agricultural labor to national policy work reflects persistence and a clear sense of purpose. He earned his bachelor’s degree at Stanford, a Master’s focused on healthcare administration and policy at Yale, and a Ph.D. in Health Services Research and Health Policy at Emory University. He was also a Ford Foundation Fellow, reflecting his commitment to equity and public service.
Dr. Serrano’s career has sat at the intersection of research and real-world impact. He has served as a technical officer with the World Health Organization in Thailand, an analyst at the Centers for Medicare and Medicaid Services, a health systems consultant, and a contributor to HIV-related and health systems efforts with the United Nations Development Programme in Zambia. Today, his focus includes tracking anti-immigrant rhetoric, policy harms, and civil rights threats that affect Latino communities. His work is guided by a simple aim: to make sure Latino and immigrant communities are seen clearly in the data, heard in the policy process, and protected in practice.
Soraya Deen
Lawyer, Community Organizer, and an award-winning International Activist
Soraya M. Deen is a Lawyer, Community Organizer, and an award-winning international activist.
She is the founder of Muslim Women Speakers and Nigerian Women Lead — a grass roots organization mobilizing women to fight extremism, antisemitism, and hate.
She is an executive board member and coalition partner of AMMWEC – American Muslim Multifaith Women’s Empowerment Council.
She has her Public Leadership Credentials from Harvard.
Pastor Juan Rivera
Lead Pastor of Victory Church and President of the Hispanic Israel Leadership Coalition
Juan Rivera is the Lead Pastor of Victory Church in Youngstown, Ohio, where he has served for over two decades alongside his wife, Deidre. Together, they have cultivated a thriving multi-ethnic congregation focused on spiritual formation, principled leadership, and meaningful community engagement.
He is the first President of the Hispanic Israel Leadership Coalition (HILC), a subsidiary of the National Hispanic Christian Leadership Conference (NHCLC), the nation’s largest Hispanic Evangelical organization. In this role, Pastor Rivera leads national initiatives strengthening Hispanic Evangelical support for Israel, combating antisemitism, and fostering Jewish-Christian partnership.
Beyond his pastoral and national leadership, he serves on the Ohio Commission on Hispanic/Latino Affairs, addressing education, mental health, and civic engagement.
Pastor Rivera is a sought-after speaker, strategist, and bridge-builder whose ministry and advocacy extend from local communities to national and global platforms. He and Deidre have been married 28 years and are the proud parents of three daughters and first-time grandparents.
John H. Eaves, PhD
Founder of the Black and Jewish Leaders of Tomorrow
Dr. John Eaves is the Founder of the Black and Jewish Leaders of Tomorrow. His passion for “service to others” reflects his Jewish ancestry, while being deeply grounded by challenges of racism associated with being a person of African ancestry.
Dr. Eaves holds a Bachelor’s from Morehouse College; Masters Degree from Yale University; and a Ph.D. from the University of South Carolina. As an active member of the Temple (Hebrew Benevolent Congregation) in Atlanta, he has also served in leadership roles as Chair of the Racial Justice Committee and a member of the Board of Directors.
Dr. Eaves currently serves as a “lecturer” at Spelman College in the Political Science Department.

Jackie Subar
ADL, Director for Strategic Partnerships
Jackie Subar is the National Director of Strategic Partnerships at the Anti-Defamation League (ADL), where she leads national engagement with civil rights organizations, democracy groups, and community partners to strengthen coalitions working to combat antisemitism, hate, and extremism. In this role, she develops and manages strategic partnerships that support bipartisan and nonpartisan advocacy and help coordinate cross-community responses to emerging threats. She also helps lead ADL’s interfaith engagement efforts, working with religious leaders and communities to strengthen trust and collaboration across faith traditions.
In this capacity, Jackie manages the Community Safety and Solidarity Coalition, a network of more than 25 national organizations convened by ADL and the National Urban League to strengthen coordination and collaboration across communities in addressing hate, political violence, and threats to democratic institutions.
Prior to joining ADL, Jackie served as Assistant Director of Political Outreach at the American Jewish Committee (AJC), where she worked with members of Congress from both parties on civil rights, hate crimes, domestic extremism, and online hate. During her tenure, she helped advance bipartisan support for the Jabara-Heyer NO HATE Act, which was enacted through the COVID-19 Hate Crimes Act. She also served as AJC’s primary liaison to the Congressional Caucus on Black-Jewish Relations.
Jackie holds a Master of Public Administration from the George Bush School of Government and Public Service at Texas A&M University. Prior to graduate school, she spent a year studying in Jerusalem. She is also a graduate of the Colorado Governor’s Fellowship and the Roots & Branches leadership initiative through the Rose Community Foundation.
